You're given five choices of armor to use. It looks like you can have a party of two before going into it. You cannot call an SOS for help and you cannot bring in your own armor.
So this is not the same as completing a special Arena Quest on your quest board. Just keep on flipping at him until he dies. The Pukei-Pukei will struggle to hit you doing this attack and you should be able to mount him several times. It does a lot of damage if you can hit most of the attacks and especially the last one.
